Lots of tech "products" are tied into some platform. Maybe PR is not very valuable in such situations because there is a built in connection.... a context in which the product can be understood and discovered. Otherwise, I don't think PR can be avoided.

I just asked Ken and he said he thinks the US carriers support tethering and don't seem to have any issue with it and in fact they offeer instructions for how to on their sites
