It all comes down to what best serves the common/greater good. Do we continue to subsidize old infrastructure or do we as we did with the Internet, provide incentives to move to new infrastructure.
(at least that's the latest scuffle in this area)
In the T-Mobile case, I think they made a big stink over the "advertising" that essentially got people to violate their contract with T-Mobile in order to get the VoIP application.

It would be easy to argue that everything we do on the Internet is communication in some form or another - whether it's voice, video or even a movie. The question becomes do we continue to, as Jim pointed out, try to keep filling the same boxes.

Looking at the taxes on my PSTN line versus the taxes on my cable Internet line, I see huge differences. Couldn't they more than make up their windfall by equalizing the taxes paid on both?
